The Demise of the 28-Article Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the crisis caused by the announcement of a new 28-point plan for achieving ceasefire appeared – momentarily – to have been stabilised. A senior US official spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its response: a renewed assault of aerial bombardment on Kyiv.

The Pattern of Negotiation and Warfare

The sequence of contrasting events captured the bleak nature of the outgoing year. By day, diplomatic battles are fought: positive announcements are delivered from multiple capitals. Significant resources is expended on restraining certain initiatives. By night, Russian leadership forcefully demonstrates the world that, for them, military action persists as the main instrument for achieving "peace".

Nighttime Reality

As military strikes developed into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is capable of detecting rocket firings from Russian territory, a capability provided through up-to-date information. From vantage locations, Ukrainian air force fighter jets that had been deployed to intercept incoming aerial threats streaked across the sky – sophisticated military planes supplied to Ukraine by European allies.

Moments later, Kyiv's anti-aircraft weapons engaged: multiple launches deployed against a incoming threat. This was a advanced protection mechanism at work, presumably supplied through Western nations. Every firing shakes the surroundings, rattling buildings. The moment of terror quickly transforms into sober acceptance: maybe the approaching threat won't cause damage this time, preventing destruction from devastation and additional electricity failures.

Ongoing Risks

Soon after, a large-caliber weapon fired at a aerial vehicle somewhere nearby, part of a rapid response unit – almost certainly Western-made equipment. Unfortunately, the projectiles didn't strike the enemy aircraft – it pressed on overhead toward its objective.

Intermittently, this persisted until dawn. Kyiv awoke to the early updates: several casualties, destruction and heating outages in many homes as a result of the night's assault. As typically, everyone still maintained normal activities – living the war. But those full day illustrated Ukraine's essential dependence on Western support – a reliance that neighboring countries are demonstrably unable to substitute in the immediate future.

Failed Diplomacy

The comprehensive proposal from American leadership provoked deep reactions, debate and serious worry – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.

Every new approach from American administration unfolds according to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They stabilise the situation but never actually win the battle. This cycle will, undoubtedly, persist.

Strategic Calculations

It is convenient to criticize specific actors of persistently promoting Russian terms. But that does not seem to be the complete picture. Washington works based on a principle familiar among experienced diplomats: you cannot win at the negotiating table what you have failed to defend militarily. The White House presumes that it is unfeasible to force Russia to relinquish the territory that it currently occupies in Ukraine's southern or eastern regions.

The challenge is that while acknowledging this situation, US leadership does little to deter Moscow, through words or deeds, from assuming that the status quo will not change more in its favour in the near future.

Opposing Positions

Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their reason to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be many attempts to end hostilities, but they will carry on as long as Russia's leader remains completely certain in the conclusion.

On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing lives and land but preventing a complete military breakdown until conditions improve in its favour.

Current Realities

Factually, there are no actual prerequisites for a ceasefire. Now, personal considerations are becoming relevant: personal goals to mediate resolution and obtain worldwide acknowledgment, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the flag against any proposal Kyiv finds unacceptable, so that their focus does not move to homefront challenges. And although their objective will now be much harder after latest incidents, it remains very improbable that this will modify their basic position.

These conflicting dynamics are driving the talks.

Summary and Prospects

It took a just a single week to kill the proposed articles of the most recent proposal. Aggressive and erratic handling of the matter by US administration, pushback by Ukraine and the rest of Europe, along with calming attempts of negotiators, and finally, current information leaks, all achieved their purpose.

While new proposals based on previous concepts are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off political attacks from Washington that are founded on Moscow's terms and show particular unwillingness to change the course of events, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the foreseeable future, largely rely on continued Western support.
